Coordination of the response
Chapter 4
4.1 Our Principles
This chapter explores the foundations of the required change and the large-scale structural shifts we need to see if our vision of a better system is to be realised.
It builds on two core principles:
- Appropriate resource is required to bring about meaningful change, but it must be targeted to where it is most needed; and
- Strong decisive leadership is essential to success.
